no declaration can be found for element ‘mvc:view-controller解决方案

配置SpringMVC配置文件时，开启视图控制器但是提示no declaration can be found for element 'mvc:view-controller"

应该是命名空间的问题，找不到对应的元素。

修改后的命名空间：
