【LTE】EMM CAUSE_REJECT #19 触发T3402定时器

触发EMM CAUSE_REJECT #19 (38)的原因：
实网下一般遇到的卡片是物联卡（only for data）/漫游卡，会收到EMM cause#19，一般会伴随着ESM cause #29（User authentication failed）/#33（ESM CAUSE REQ SERVICE NOT SUBSCRIBED 总之是大概率和承载异常相关。

协议原文：
If EMM-REGISTERED without PDN connection is not supported by the UE or the MME, the attach request included a PDN CONNECTIVITY REQUEST message, the attach procedure fails due to:
a default EPS bearer setup failure;
an ESM procedure failure; or
operator determined barring is applied on default EPS bearer context activation during attach procedure
In this case the EMM cause value in the ATTACH REJECT message shall be set to #19 “ESM failure”

终端行为：
当UE接收到emm reject cause #19后，会启用一个attach attempt counter，一般这个值为5，当attach reject次数超过5次后会启用一个T3402定时器，这个定时器在Attach Reject信令中是默认状态为12min，当启用这个定时器后会将当前注册的RAT 禁用而去尝试其他RAT。
但是注意的是，这个attach attempt counter值虽然协议中建议的值是5，但是实际可以根据需要将attach attempt counter立刻置为max或递增到max，同时，在T3402运行期间，只是disable了当前PLMN LTE的能力，为了保障临时网络异常带给用户的影响，一般会保留终端对其他PLMN的搜索能力。

Upon reception of the EMM cause #19 “ESM failure”, if the UE is not configured for NAS signalling low priority and the ESM cause value received in the PDN CONNECTIVITY REJECT message is not #54 “PDN connection does not exist”, the UE may set the attach attempt counter to 5

Attach attempt counter到达max时处理协议原文：
If the attach attempt counter is equal to 5:
the UE shall delete any GUTI, TAI list, last visited registered TAI, list of equivalent PLMNs and KSI, shall set the update status to EU2 NOT UPDATED, and shall start timer T3402.
the UE shall attempt to select GERAN, UTRAN or NG-RAN radio access technology and proceed with appropriate GMM or 5GMM specific procedures. Additionally, the UE may disable the E-UTRA capability as specified in subclause 4.5.

何时恢复：
收到拒绝码后什么时候恢复？其实指的时attach attempt counter何时复位，主要有以下几种情况：

1. 重启UE
2. 重新插卡
3. attach 成功
4. 在新的PLMN注册成功
5. 找到了新的TA
6. T3402超时
7. T3346开启
