问题描述

在使用pip安装包时，报上面的错误，造成无法成功安装包。

问题原因

是因为配置了代理HTTPS_PROXY(或者https_proxy)为https的地址, 但是代理服务又不支持https, 然后就造成https握手时出现问题。
示例：

HTTPS_PROXY="https://username:password@proxy.example.com:8080"

解决方案

既然代理不支持https， 可以采用下面两种方案中的一种。

1. 如果可以不知用代理，则直接设置 HTTPS_PROXY的配置为空，或者直接删掉。
2. 配置HTTPS_PROXY 使用http的代理地址。如：

HTTPS_PROXY="http://username:password@proxy.example.com:8080"
