1 Overall design
Financial investment review is a financial supervision and management activity in which financial evaluation institutions, based on national policies and regulations, use professional technical means, and from the perspectives of engineering economy and financial management, conduct technical reviews of the entire process of financial expenditure projects, evaluate the effectiveness of financial investment and the quality of financial resource allocation, in order to achieve reasonable and effective use of financial funds and efficient allocation of financial resources.
The financial investment evaluation management system is an information system that realizes the evaluation business management of the investment evaluation center through informatization; Review all types of review projects, manage and supervise projects, achieve resource sharing between projects and cost data, retain dynamic full process audit records, accurately analyze and analyze reports, have flexible system management functions, and have indicator analysis functions for empirical data. Comprehensively covering various professional pricing software, achieving the connection between professional pricing documents and information systems, ensuring the integrity of data, in order to achieve the purpose of later data analysis.

The financial investment evaluation management system includes 12 subsystems: project management, evaluation management, intermediary management, expert management, performance evaluation management, material price management, indicator management, statistical analysis, information resource management, archive management, audit affairs and personnel management, and system management. And on the basis of ensuring the successful operation of the system, the subsystems can be adjusted according to the centralized situation.

2 Project Management
2.1 System Description
Project management mainly achieves intuitive and comprehensive project presentation. The core of project management is the project library, which provides system users with an entrance for centralized control of review projects. Based on the project library, the system constructs a multi-level and multi-dimensional evaluation project management system for projects, engineering, and specialties, and realizes many functions such as rapid classification retrieval and project information query.
The main functions include: project information maintenance, project list, project amount source, project search and query, warning display, authorization control, item list, and associated review project team.
2.2 Functional design
2.2.1 Project Information Maintenance
According to the medium and long-term plans, regional plans, special plans, and development and construction plans for national economic and social development, relevant government departments and project owners shall carry out the preliminary work of government investment projects, and after consulting and argumentation organized by the investment comprehensive management department, the project owners shall enter the government investment projects into the project database. If the user has not deployed a project library, basic project library management can be achieved through the project library management module of this system. If the user deploys the company's project library products, the basic project information can be entered into the project library through this module.
For extended project information used for project performance evaluation and other purposes, if it is not available in the project library, it is necessary to supplement the project extension information here. The project extension information can be saved to the business table through project codes and other related relationships instead of being saved to the project library.
When entering a project, if the project is a sub project of a large project, it is necessary to first enter its parent project, and then select its parent project code in the parent project code. After the project is successfully entered and approved, the parent project will automatically mark the list of project codes containing sub projects and sub projects in the sub project information.
2.2.2 Project List
The project information entered through the project library or project management of this system, after being reviewed and approved, will be displayed in the project list for subsequent tracking and viewing of the project.
2.2.3 Source of project amount
When applying for a project, the project applying unit will provide a detailed explanation of the source of project funds, including self financing, fiscal budget, borrowing and other sources. For the business department, project funding source management focuses on the situation of all project funding sources, while for the budget department, it only focuses on the financial budget part of the project funding sources.
In the management of project funding sources, the business department and budget department mainly participate.
2.2.4 Project Search and Query
The system provides convenient project retrieval tools. When users need to view the situation of a certain project, they only need to enter the project retrieval query function interface and enter relevant information of the project to quickly locate the specific project. When the user successfully logs in to the system, they can perform project information retrieval and query. The system supports both fuzzy positioning retrieval and advanced retrieval.
2.2.5 Warning display
The system provides warning display functions for project delay warning, fund arrears warning, overspending warning, and other functions.
The system supports flexible warning rule settings.
The system supports displaying warning results for multiple icons.
2.2.6 Authorization Control
Authorization control mainly refers to the control of permissions for project entry, review, and viewing. The development of a financial investment evaluation management system based on the platform can be achieved by directly applying the permission components provided by the platform.

3 Review Management
3.1 System Description
Review management mainly provides a convenient business operation platform for review, as well as clear phased work records. By decomposing and reviewing the phased work of business management, combined with the management process and work outcome requirements of each stage, the status and results of the review work are in a real-time monitoring state, and the review standards are released in real-time to standardize the requirements of the review work and achieve refined management.
3.2 Business Process
The review business process is mainly divided into steps such as data receiving registration, task assignment, main review, supervision review, final review, reporting, archiving, and completion. It also involves data management process, three-level review process, on-site survey process, etc. In order to standardize project reviews, it is necessary to solidify the process through a system. At the same time, flexible and configurable processes are required for different project situations. It can involve personnel appointment approval, job changes, review status changes, task order changes, submission of review materials for correction and supplementation, and approval and circulation of special issues.
In addition to implementing the normal review process, the system process supports flexible adjustment for handling abnormal situations.
3.3 Functional design
3.3.1 Review Task Management
At the end of each year or the beginning of the following year, the financial department studies and determines the investment and construction projects for the current year based on the investment project construction plans submitted by each unit, and issues investment review tasks.
3.3.2 Review Plan Management
The Investment Review Center formulates a review plan based on the requirements of the assigned review tasks.
3.3.3 Review data management
The project construction unit shall submit the review materials formulated for the project approval or new construction project approval form, construction drawings, bill of quantities, and project budget to the Financial Investment Review Center. After the Investment Review Center confirms the review, it shall fill out the data handover form, receive relevant materials, and include them in the scope of financial investment review budget review.
3.3.4 Automatic generation
The system provides automatic report generation function, and various reports and table formats formed during the review process are fixed in the system and automatically generated by the system at corresponding nodes or stages. Such as review conclusions, review reports, etc. Generate the required output comparison table during the audit process directly through the audit software.
3.3.5 Importing Pricing Files

The pricing tool can be directly called through the system to complete functions such as creating and editing engineering cost files. And automatically extract information such as sub items, measure items, other items, summary of labor, materials and machinery, and cost summary into the system for further in-depth analysis and detailed reports.
To address the complex issues encountered in unified data processing, the system supports the unification of data reported by different brands of pricing software into a single pricing software data format, making it easier to unify data processing and auditing software.
The pricing software is completely consistent with the pricing rules, consumption quota standards, cost documents, etc., to avoid inappropriate and erroneous references in the software.
Audit software
The output comparison table required during the audit process can be compared between the submitted documents and the approved documents through the audit tool, or the approved documents can be directly prepared based on the submitted documents. 4. Intermediary Management
4.1 System Description
The informatization implementation of intermediary agency management solves a series of problems such as the mismatch between the abilities of intermediary agency personnel and project requirements, insufficient in-depth and meticulous evaluation work by professional and technical personnel, hidden operations between construction units and intermediary agencies, and a lack of effective process supervision and assessment mechanisms in the evaluation center. Establish an intermediary management system based on evaluation business and interconnected with evaluation data.
It mainly includes four modules: information maintenance, business delegation, performance evaluation, and expense settlement. Information maintenance includes intermediary information entry, personnel composition, and bad records. Business delegation includes selecting intermediary agencies and managing the evaluation process. Performance evaluation is provided by the system with multiple evaluation templates, which can automatically complete the scoring work of project and annual performance evaluation through preset indicators. The cost settlement is provided by the system with templates for various cost calculation methods. By setting preset indicators, the cost calculation and payment records are completed, assisting in daily management work.
4.2 Functional design
4.2.1 Information Maintenance
Information maintenance mainly involves daily maintenance operations such as adding, modifying, and deleting intermediary information entry, personnel composition, and bad records.
4.2.2 Business Delegation
Business delegation mainly involves daily management of the selection of intermediary agencies and the evaluation process.
Intermediary management
The system provides intermediary agency management for daily maintenance of intermediary agencies selected according to project requirements, mainly including the maintenance of intermediary agency qualifications and relevant certificates that meet project requirements.
Review process management
In order to strengthen the management of fiscal funds and improve the utilization efficiency of fiscal funds, according to relevant regulations of the Ministry of Finance and the government, it is necessary to evaluate government investment projects by the Financial Evaluation Center. Voucher process management mainly refers to the management of investment projects, including the entry and review of project review authorization letters, as well as the entry and review of project review reports.
4.2.3 Performance evaluation
Performance evaluation is provided by the system with multiple evaluation templates, which can automatically complete the scoring work of project and annual performance evaluation through preset indicators.
Performance appraisal indicator system maintenance mainly involves maintaining the performance appraisal indicator system tree, including adding, modifying, and deleting. After the completion of the project, the construction enterprise shall prepare an engineering settlement report, which shall be submitted to the Financial Investment Review Center along with construction drawings, construction contracts, bill of quantities, bidding documents, relevant change visas, and other settlement review materials. After receiving the settlement review materials, the evaluation center fills out the settlement review task assignment form. After verification and confirmation, the financial investment evaluation center signs the Settlement Entrustment Review Agreement with the evaluation intermediary agency. The review agency shall prepare a settlement review report based on the settlement review materials. The Financial Investment Review Center verifies and verifies the settlement review report issued by the review agency to ensure the authenticity and accuracy of the settlement review results.
5 Expert Management
5.1 System Description
The expert management subsystem provides a complete mechanism for talent management, which can strengthen the exchange of relevant professional skills among evaluation centers at all levels. At the same time, it can also collect various useful information through talent construction, including professional talent information and case projects.
The system should have the following aspects: maintenance of basic information of experts (talents), maintenance of case information of experts (talents) (including participation in project performance evaluation), organization and achievement recording of expert (talent) communication activities, and statistics of expert (talent) information.
5.2 Functional design
1) Expert information maintenance
Daily management of adding and modifying various types of qualification certificates and component communication activities based on the basic information provided by experts, as well as reviewing their authenticity and effectiveness. After review, keep a record for filing.

The system provides expert information statistics function to query and analyze the communication activities and achievements of expert organizations, as well as relevant information related to engineering projects.
6 Indicator Management
6.1 System Description
Based on data accumulation, construct an indicator management system through a long-term data accumulation process. The main module functions include maintaining the indicator system, collecting indicator cases, publishing indicators, and querying indicators.
The maintenance of indicator system defines the classification system of indicators, collects indicator cases to manage the entry of engineering project indicators, automatically extracts indicators based on cost documents, confirms the scope of indicator release, and completes indicator queries through structural navigation or by setting custom query conditions.
6.2 Functional design
6.2.1 Maintenance of indicator system
The system provides indicator system maintenance function, which adds, modifies, and deletes project engineering inventory indicators, cost indicators, assessment indicators, etc. formed based on long-term accumulation, forming a project indicator classification system for reference in later project reviews.
