ABSTRACT
Ontology offers great potentials as a rich sourceof information, and has been applied to a wide area like semantic web, digitallibrary, etc. But creating a desirable ontology is still quite challenging. Inthis paper, we propose a two-layer ontology model (TLOM), and a novel five-stepmethod for ontology building base on TLOM. This method can facilitate theorganization and the evolution of ontology.

1INTRODUCTION
Ontologies originated from philosophy, where itmeans a systematic explanation of Existence. In recent decades, Ontologies aregradually applied in many scientific and engineering domains, also on theWorld-Wide Web. There is not a unique definition for ontology, many researchershave defined ontology from different point of view, and the popular one isgiven by Gruber. He said: “Ontology is an explicit specification of aconceptualization”. Borst [1] slightly modified Gruber’s definition as“Ontologies are defined as a formal specification of a sharedconceptualization”.
An ontology defines a common vocabulary forpeople who need to share information in a domain. It includes machine-readabledefinitions of basic concepts in the domain and relations among them. Creatinga formal ontology requires not just creating a conceptual vocabulary but alsospecifying how terms in that vocabulary should be combined, and whatconclusions should be drawn from a given set of assertions. Even though thedemand for ontologies is increasing, how to build a qualified practicalontology is still a formidable problem.
In this paper, we propose a novel method ofontology building. The next sections are organized as follows: Section 2introduces Ontology modeling primitives, section 3 describe the two-layerontology model, section 4 put forward the five-step method for ontologybuilding, and the last section summarize the whole work.
