构建一个默认语言集为zh-CN-时区为上海的tomcat-9的镜像

在运行铭飞的CMS内容管理系统时，由于其使用的默认字符集是zh_CN.UTF-8，然后并没有en_US的字符集，导致在docker运行该项目时，自定义搜索功能没办法使用。故，自己重新做了一个zh_CN的tomcat:9镜像。

我已经上传到DockerHub，执行以下命令可以直接下载：

docker pull tangxu/tomcat:9
