ERROR:Pack:2811 - Directed packing was unable to obey the user design

   constraints (LOC=R16) which requires the combination of the symbols listed

   below to be packed into a single IOB component.

   The directed pack was not possible because: More than one pad symbol.

   The symbols involved are:

    BUF symbol "ph_shift6_1_OBUF" (Output Signal = ph_shift6<1>)

    PAD symbol "ph_shift6<1>" (Pad Signal = ph_shift6<1>)

    PAD symbol "ph_shift4<1>" (Pad Signal = ph_shift4<1>)

问题解决：：：经分析，Ph_shift6_1与Ph_shift4_1引脚映射定义重复，
