How To Use The OAM To License JA (Asia/Pacific Localizations), JE (European Localizations), JL (Latin-American Localizations) and JG (Regional Localizations) in Oracle Applications ?
Script. output adutconf.lst shows that these products are not installed.

JA Inactive 11.5.0 11i.JA.I

You also may run the following SQL*plus statement to achieve the above list:
--
SELECT application_id, patch_level, status
FROM fnd_product_installations

If and when you are willing to use, for example, a JG functionality (like the Contra Charging), that 'JG ' Module must be Licensed first. If your JG module was status 'not installed' this is not correct - meaning it was not 'Licensed'.
Licensing is merely the registering of the products in your system.
Login to OAM and license it by doing:
1. Login to OAM.
http://.:/servlets/weboam/oam/oamLogin
2. Go to [Site Map].
3. Click on: [License Manager].
4. Click on: [Country-specific Functionalities].
5. Select country-specific functionalities to license.
Select checkbox next to chosen Country.
6. Press [Next].
7. Press [Submit].
8. Press [OK].
9. Relogin to OAM.
10. Check if JA, JE, JL and JG are installed now.
a. Go to [Site Map].
b. Click on: [License Manager].
c. Under [Reports] click on [Licensed Products].
d. Search for JA, JE, JL and JG. Now the following products should appear as Installed:
JA (Asia/Pacific Localizations) Installed
JE European Localizations Installed
JG Regional Localizations Installed
JL (Latin-American Localizations) Installed
