springmvc+spring3.1+hibernate4配置事务不起作用

在学习SpringMVC的过程中，使用springmvc+spring3.1+hibernate4的时候，采用声明式的事物，但是在修改和删除的时候，事务不起作用，具体的2个配置文件如下；

applicationContext.xml如下；

反复的baidu、google后，最终发现是由于applicationContext.xml和spring-servlet.xml在配置扫描的时候有问题，具体的是2个文件里面，都需要配置扫描。而我的配置文件里面，只有spring-servlet.xml配置了扫描。
