[bug fix] HBaseAdmin may leak ZooKeeper connections

HBaseAdmin may leak ZooKeeper connections

When master crashs, HBaseAdmin will leaks ZooKeeper connections
I think we should close the zk connetion when throw MasterNotRunningException
