记一次html设计的图标-文字对齐尝试

新建的网站，按照公安部要求，要在网页底部加入公安部备案的链接。链接包含一个图片和一小段文字。但是下面的代码不能使得图标和文字对齐：

解决办法，把代码里的<p>...</p>改为<span>....</span>
