no declaration can be found for element 'context:component-scan'

问题描述：

在spring配置文件中如果配置了：

<context:component-scan base-package="com.he.*" />

自动扫包的功能后，如果启动报错，提示：no declaration can be found for element ‘context:component-scan’。

解决办法

出现这错误可以检查一下在applicationContext.xml文件头部的配置中有没有添加最下面两条语句：
