Description
I create a new EDK BSB design.Synthesis runs with no issues, but the implementation hangs without an error message.
Below is the message in the XPS console:

Solution
The permission problems are caused by having non-administrative permissions on your machine, or a modified security policy that conflicts with Cygwin.To work around this issue, add the Environment Variable CYGWIN=nontsec as follows:
1. Right-click the My Computer icon and select Properties.
2. Select the Advanced tab.
3. Select the Environment Variables button.
4. Under System variables, select the New button.
5. For the variable name, enter CYGWIN.
6. For the variable value, enter "nontsec".
7. Select the OK button three times.
8. If XPS was open, restart XPS so that it will recognize the new environment variable
