1. issue description:

In the condition of bowtie2 not installed , execute the command make configure , the lack of libraries ,bowtie2 , was reported by HiC-Pro. And the installation was executed automatically, but errors appeared.

$ # cd ../HICPRO/script/HiC-Pro-master/
$ # make configure
make -f ./scripts/install/Makefile CONFIG_SYS=./config-install.txt

#python 3.6 version ? not the default version python3.8 ? and finally, the python version 3.6 or python3.8 could be edited manually in the file `config-install.txt`. But `checking  Python libraries` process appeared `/usr/local/lib64/python3.8/site-packages/...` , so `config-install.txt` just output the settings in the file and the python3.8 libraries were checked because python3.8 was the default python version ??   so , what does the role of python play in the
