python pip安装时报错：WARNING: Retrying等错误 这样解决！！aconda安装库安装很久没有反应，最后报错！

python 出现以下报错，是由于你VPN打开了，没有关掉。

把VPN关掉后，就可以正常下载了

如果用conda安装也这样报错，同样把VPN关掉就可以了。

如果aconda安装了很久，一直没有反应，最后报错的话：
1、重启电脑
2、看看自己对应的盘是否还有空间
3、创建新的环境
4、如果新的环境创建不起，还是重装aconda
