Publishing ethics 出版伦理

The formal component of the scholarly communication system, that is to say the publication of an article in a peer reviewed learned journal, serves many purposes outside of simple communication. It is a building block in the development of a coherent and respected network of knowledge. It is prima facie evidence for the quality and impact of the research work of its authors and by extension the institutions that support them. It supports, and is itself an example, of the scientific method. For all these reasons and more, it is important to lay down standards of expected ethical behaviour by all parties involved in the act of publishing: the author, the journal editor, the peer reviewer, the publisher and the society for society-owned or sponsored journals. This includes all parties treating each other with respect and dignity and without discrimination, harassment, bullying or retaliation.

These guidelines are designed specifically for primary research journals, but may also be relevant for review and other professional publications as well. Individual journals will often have more elaborate or more distinct ethical procedures, generally reflected in their Guide for Authors, and many journals also accept and are in many cases founding participants with respect to discipline-specific standards or standard-setting bodies, such as the International Council of Medical Journal Editors (ICMJE) and Consolidated Standards of Reporting Trials (CONSORT).

These guidelines have been written with all these requirements in mind but especially recognising that it is an important role of the publisher to support the huge efforts made by journal editors, and the often unsung volunteer work undertaken by peer reviewers, in maintaining the integrity of the scholarly record. Although ethical codes inevitably concentrate on the infractions that sometimes occur, it is a tribute to scholarly practice that the system works so well and that problems are comparatively rare. The publisher has a supporting, investing and nurturing role in the scholarly communication process but is also ultimately responsible for ensuring that best practice is followed in its publications3 , 4.

Our journals record “the minutes of science” and we recognise our responsibilities as the keeper of those “minutes” in all our policies5, not least the ethical guidelines that we have adopted here.

Competing interests for editors who are employees of Elsevier

Editors of Elsevier’s journals who are employees are required to report any competing or conflicting interests that could affect, or be perceived to affect, their editorial judgement. Competing interests must be reported as soon as they arise, and in any case through an annual declaration, so that they can be assessed and mitigated or resolved. Editorial competing interests may be disclosed on the journal’s website for ongoing competing interests (such as holding a patent), and/or on published papers for competing interests related to the specific paper.

Competing interests for editors include both financial and non-financial interests, such as:

Current academic affiliations or other editorial roles. Examples include: employment, consultancies, professional affiliations, advisory positions, board memberships, or acting as an expert witness (in each case whether paid or unpaid).

Editors who are Elsevier employees are required to comply with Elsevier’s policy on the publication of research articles in Elsevier journals which discourages them from submitting research papers for publication in Elsevier journals, other than when the research was conducted before they joined Elsevier or in exceptional situations such as where the work was presented at a conference and the full conference proceedings are eventually published in an Elsevier journal. In all cases where a research paper is submitted for publication in an Elsevier journal, the Elsevier employee must disclose the conflict to the editor of the journal upon submission and the journal will ensure that all editorial processes are fully independent of the editor-author. If the article is accepted for publication, the article’s declaration of interest statement should disclose that Elsevier is the current employer of an author and that the peer review was fully independent of said author.

All such editors must also comply with Elsevier’s policy regarding non-involvement of editors in papers which they have written or which have been written by family members or colleagues or which relate to products or services in which the editor has an interest.

In addition, editorial staff are forbidden to use information acquired through their work for personal gain.

Duties of Editors 编辑的职责
Publication decisions 出版决定
The editor of a learned journal is solely and independently responsible for deciding which of the articles submitted to the journal should be published, often working in conjunction with the relevant society (for society-owned or sponsored journals)4 , 6. The validation of the work in question and its importance to researchers and readers must always underwrite such decisions. The editor may be guided by the policies of the journal’s editorial board and constrained by such legal requirements as shall then be in force regarding issues such as libel, copyright infringement and plagiarism. The editor may confer with other editors or reviewers (or society officers) in making these decisions.

Peer review 同行审查
The editor shall ensure that the peer review process is fair, unbiased, and timely. Research articles must typically be reviewed by at least two external and independent reviewers, and where necessary the editor should seek additional opinions.

The editor shall select reviewers who have suitable expertise in the relevant field, taking account of the need for appropriate, inclusive and diverse representation. The editor shall follow best practice in avoiding the selection of fraudulent peer reviewers8. The editor shall review all disclosures of potential conflicts of interest and suggestions for self-citation made by reviewers in order to determine whether there is any potential for bias.

Fair play 公平竞争
The editor should evaluate manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors. When nominating potential editorial board members, the editor shall take account of the need for appropriate, inclusive and diverse representation.

The editorial policies of the journal should encourage transparency and complete, honest reporting, and the editor should ensure that peer reviewers and authors have a clear understanding of what is expected of them. The editor shall use the journal’s standard electronic submission system for all journal communications.

The editor shall establish, along with the publisher, a transparent mechanism for appeal against editorial decisions.

Journal metrics 期刊指标
The editor must not attempt to influence the journal’s ranking by artificially increasing any journal metric. In particular, the editor shall not require that references to that (or any other) journal’s articles be included except for genuine scholarly reasons and authors should not be required to include references to the editor’s own articles or products and services in which the editor has an interest.

Confidentiality 保密性
The editor must protect the confidentiality of all material submitted to the journal and all communications with reviewers, unless otherwise agreed with the relevant authors and reviewers. In exceptional circumstances and in consultation with the publisher, the editor may share limited information with editors of other journals, institutions, and other organizations that investigate cases of research misconduct where deemed necessary to investigate suspected ethical breaches9.

Unless the journal is operating an open peer-review system and/or reviewers have agreed to disclose their names, the editor must protect reviewers’ identities.

Unpublished materials disclosed in a submitted manuscript must not be used in an editor’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

The use of generative AI and AI-assisted technologies in the journal editorial process

This policy has been triggered by the rise of generative AI and AI-assisted technologies* and aims to provide greater transparency and guidance to authors, editors and reviewers. Elsevier will monitor ongoing developments in this area closely and will adjust or refine the policy as appropriate. The following guidance is specifically for editors.

A submitted manuscript must be treated as a confidential document. Editors should not upload a submitted manuscript or any part of it into a generative AI tool as this may violate the authors’ confidentiality and proprietary rights and, where the paper contains personally identifiable information, may breach data privacy rights.

This confidentiality requirement extends to all communication about the manuscript including any notification or decision letters as they may contain confidential information about the manuscript and/or the authors. For this reason, editors should not upload their letters into an AI tool, even if it is just for the purpose of improving language and readability.

Peer review is at the heart of the scientific ecosystem and Elsevier abides by the highest standards of integrity in this process. Managing the editorial evaluation of a scientific manuscript implies responsibilities that can only be attributed to humans. Generative AI or AI-assisted technologies should not be used by editors to assist in the evaluation or decision-making process of a manuscript as the critical thinking and original assessment needed for this work is outside of the scope of this technology and there is a risk that the technology will generate incorrect, incomplete or biased conclusions about the manuscript. The editor is responsible and accountable for the editorial process, the final decision and the communication thereof to the authors.

Elsevier’s AI author policy states that authors are allowed to use generative AI and AI-assisted technologies in the writing process before submission, but only to improve the language and readability of their paper and with the appropriate disclosure, as per our instructions in Elsevier’s Guide for Authors(opens in new tab/window)

A reviewer should be alert to potential ethical issues in the paper and should bring these to the attention of the editor, including any substantial similarity or overlap between the manuscript under consideration and any other published paper of which the reviewer has personal knowledge. The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others, that this has been appropriately cited or quoted and permission has been obtained where necessary.

Where authors use generative AI and AI-assisted technologies in the writing process, these technologies should only be used to improve readability and language of the work. Applying the technology should be done with human oversight and control and authors should carefully review and edit the result, because AI can generate authoritative-sounding output that can be incorrect, incomplete or biased. The authors are ultimately responsible and accountable for the contents of the work.

Authors should disclose in their manuscript the use of AI and AI-assisted technologies and a statement will appear in the published work. Declaring the use of these technologies supports transparency and trust between authors, readers, reviewers, editors and contributors and facilitates compliance with the terms of use of the relevant tool or technology.

Authors are also responsible for ensuring that the work is original, that the stated authors qualify for authorship, and the work does not infringe third party rights, and should familiarize themselves with our Ethics in Publishing policy before they submit.

The use of generative AI and AI-assisted tools in figures, images and artwork

We do not permit the use of Generative AI or AI-assisted tools to create or alter images in submitted manuscripts. This may include enhancing, obscuring, moving, removing, or introducing a specific feature within an image or figure. Adjustments of brightness, contrast, or color balance are acceptable if and as long as they do not obscure or eliminate any information present in the original. Image forensics tools or specialized software might be applied to submitted manuscripts to identify suspected image irregularities.

The only exception is if the use of AI or AI-assisted tools is part of the research design or research methods (such as in AI-assisted imaging approaches to generate or interpret the underlying research data, for example in the field of biomedical imaging). If this is done, such use must be described in a reproducible manner in the methods section. This should include an explanation of how the AI or AI-assisted tools were used in the image creation or alteration process, and the name of the model or tool, version and extension numbers, and manufacturer. Authors should adhere to the AI software’s specific usage policies and ensure correct content attribution. Where applicable, authors could be asked to provide pre-AI-adjusted versions of images and/or the composite raw images used to create the final submitted versions, for editorial assessment.

If the work involves chemicals, procedures or equipment that have any unusual hazards inherent in their use, the author must clearly identify these in the manuscript.

For human subjects, the author should ensure that the work described has been carried out in accordance with The Code of Ethics of the World Medical Association (Declaration of Helsinki) for experiments involving humans11. WAME define conflict of interest as “a divergence between an individual’s private interests (competing interests) and his or her responsibilities to scientific and publishing activities, such that a reasonable observer might wonder if the individual’s behavior or judgment was motivated by considerations of his or her competing interests”17. All authors should disclose in their manuscript any financial and personal relationships with other people or organisations that could be viewed as inappropriately influencing (bias) their work.

When an author discovers a significant error or inaccuracy in their own published work, it is the author’s obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper if deemed necessary by the editor. If the editor or the publisher learn from a third party that a published work contains an error, it is the obligation of the author to cooperate with the editor, including providing evidence to the editor where requested.

It is not acceptable to enhance, obscure, move, remove, or introduce a specific feature within an image. Adjustments of brightness, contrast, or color balance are acceptable if and as long as they do not obscure or eliminate any information present in the original. Manipulating images for improved clarity is accepted, but manipulation for other purposes could be seen as scientific ethical abuse and will be dealt with accordingly18.
