实名制无法阻挡行政利益的网络票贩子

最近朋友们聊得一个最多的话题就是春节，谈到春节，自然有很多人是归心似箭，那么出行就成了一个最棘手的问题，挤破头皮还得不到一张票，出现了“千金易得，一票难求”的局面，我看网上报道上海南站拥挤不堪的局面着实令人瞠目结舌。很多人不得不高价“求爷爷告奶奶”似的从票贩子手中购得“黄牛票”，哪怕价格高出一大截也无所谓，反正“一年只被宰一次”而已，这样“票贩子”倒成了春运的受益者，利用春节侍机狂赚一笔。

 

这类票贩子以倒卖票获得暴利，通常是“团购”形式包揽大量的票，然后转手高价卖出去。这就好比在一个著名的BBS系统上，大家都想来玩儿，但BBS系统只能承载50个ID，其中一个人将50个ID全都注册完，其他人要ID只好找他买。经验主义告诉我们，解决这种矛盾最佳办法就是实名，如果一个人只能注册一次，则不会出现上述情况。那么对车票也是如此近，来有消息称实名制可能在一定程度上阻挡这类网络票贩子的卑劣行径。当然，要实施这个举措也未尝不可，只是效果恐怕没有我们预想的那么理想。

 

我记得很早以前就谈到过有关实名制的话题，论坛实行实名，结果“门可罗雀无人问津”，网站实行实名，结果“门前冷落车马稀”。看来，实名制能很好的打压论坛网站的人气，不知道能不能打压黄牛党的人气呢？

 

一，实名制真的无懈可击？

 

我又听朋友说，本来淘宝网上的帐户也似乎是实名的，通过身份证进行确认，但我朋友却搞了N个帐号刷信用，相互刷。看来实名的效果终究有限，不说是“挂一漏万”，至少也不可能“无懈可击”。

 

当然，普遍人的信用都不好，因此才有实名，对信用好的人而言，实名毫无意义；而对信用差的人来讲，实名却鲜有效果。连身份证都可能造假何况应付你区区一个实名。这年头，人为财死鸟为食亡，为了获利可不择手段。

 

二，实名制是形式主义？

 

我和朋友闲聊的时候，谈到所谓部分票贩子，其实是有关部门和票贩子“沆瀣一气”，联袂演绎“双簧戏”所致，要不然黄牛党不可能如此猖獗？你想想，每年春节都是有关部门严打黄牛党的时期，这时候他们还敢“顶风作浪”么？换个角度想，如果黄牛党和有关部门联合，则一方面可确保黄牛党名正言顺的“牛”下去；而另一方面有关部门亦可从黄牛党那里获得好处，一举两得的事情谁不愿意做？

 

其实这也是普遍现象，这年头，假公济私、玩忽职守的官员还少见么？所以，即便实名也充其量是个过场而已，只是上级安抚人心的手段而已，别对实名抱多大幻想。

Recently the hottest topic that I communicate with my friends is the “Spring festival”. As the time flies, of course many people hurry up to get back home. So the ticket is the most austere problem to solve. It is so difficult to purchase one ticket under the hard situation. From the report we feel so impatient. Since that, many people have to buy tickets from scalpers although the price is much higher. Once for one year, the greatest value and profit is just for the scalpers. They take up the chance to make a lot of money.

 

Through this kind of sale, the scalpers can gain a lot. Usually speaking, they purchased a lot of tickets the sell them at higher price. Some friends mentioned one method, that’s real-name registration. If one scalper can buy only one ticket, the situation will be much better. Theoretically speaking, it will prevent them from implementing this kind of behavior.

 

I remember that I have come to understand the real-name registration for a long time. The forums and the websites carried out the regulation but the users become fewer and fewer. We can see the real-name registration can control the behavior of net users but I don’t know whether it is useful to control the behavior of scalpers.

 

No weak points for the regulation?

 

My friend told me it is not so perfect to carry out the regulation of real-name registration. For example Taobao, there are still many bugs and the members take up the bugs to update their credit, so the regulation can’t solve every problems

 

As a matter of fact, the effects of the regulation depend on the credit of people. For the credit, it is not useful and vice verse. Today we found so many faults in identity card so it is with the real-name. they can take up every chance to take on the regulation.

 

Is it just one kind of formalism?

 

My friend mentioned one view point. That’s the interrelated departments act in collusion with the scalpers. Or the scalpers can’t be so rampancy. It is the real time for the department to hit the scalpers and generally speaking they shouldn’t be so rampancy. If they cooperate, there will be great profit for both sides.

 

It is common affair. So many jobbery and derelict officers take up the spring festival to gain the ill-gotten wealth. So I believe the real-name is just one kind of formalism. Never mind for it.
