大概意思是延迟阻抗超过截断阻抗。延时阻抗是location的属性，比如消防站点的延时阻抗，可以理解为消防员听到警报到出警这一段时间。
假设阻抗为时间，为了确定消防站点5分钟服务范围，消防站A本身阻抗为2分钟，真正在路上为3分钟；消防站B本身阻抗为4分钟，真正在路上为1分钟；消防站C本身阻抗为6分钟，则
warning : the delay impedance of locationXX in Facilities exceeds the cutoff impedance 没有服务范围。
对 不需要本身阻抗的服务设施，如公园，可以设置为0：
facilities——open attribute table——Attr_Length——field calculator 等于0即可。
