English is Important for a software engineer

Now,I Increasingly find that English is important as a software engineer.Good articles are all written in English.And The 1st class ones are also like this.For example,When I looked for artiles on ASP.NET 2.0,good ones were never chinese.So,from now on,I begin to read English technical articles,all in English.Why IT in China improves so slowly?In my view,this is a problem!
