Two points should be noticed when you are installing oracle developer suite in ubuntu.

1.Set the layout to English

$unset LANG
$unset LANGUAGE
$unset NLS_LANG

2. install without requirement check(so you may install it in ubuntu)

$./runInstaller -ignoreSysPrereqs

However, I still cannot run form builder. Anyway, I will keep working on it and try later.
