Chipscope无法扫描到USB Cable问题

Chipscope扫描JTAG时出现如下错误

最近在使用ISE Design Suite的Analyzer工具时遇到了一个烦人的问题，刚开始用的好好的，突然Chipscope扫描不到下载线了，即iMPACT可以扫描到FPGA芯片，但是Chipscope无法扫描到JTAG，不能观察时序。

试了好多网上的办法：关闭windows防火墙、更换hosts文件、管理员运行Analyzer都没用。最后在重装ISE前试了之前觉得最不可能的方法：控制面板>时钟和区域>更改日期、时间或数字格式>将格式改为英语（美国），居然成功了。。。。美国佬又坑人。。。。。

系统是win10家庭版 64位
