Reference Index in Latex With IEEE trans

Recently I wrote a paper with ICIP template, but I find when I uses BiTex it will confront a mistake that (…*.bbl ! LaTeX Error: Something’s wrong–perhaps a missing \item.

Most people told that U can do like this:

I tried but failed. I thought it was my RP problem, but I found that U can solve this problem by two ways.
One is stupid but useful:

\bibliographystyle{IEEEbib}
\bibliography{strings,refs}
\begin{thebibliography}{99}
\bibitem{}
Thaipanich, Tanaphol, P.~H. Wu and CC.~J. Kuo, "Low-complexity video error concealment for mobile applications using OBMA," \emph {Consumer Electronics, IEEE Transactions on,} 54.2 (2008): 753-761.

Another way is using cite:

\cite{C2}
\cite{Lamp86}
\bibliographystyle{IEEEbib}
\bibliography{strings,refs}
\begin{thebibliography}{99}
\end{thebibliography}
