I had the same issue with my Vostro 3560. The only workaround I found was to uninstall the Intel USB3 drivers so my computer will use USB2.
The tradeoff is that your USB3 ports will work as USB2 so only do this if you are able to sacrifice USB3 speeds until there is a fix for it.
I did the following:
- Go to Control Panel -> Programs -> Uninstall a program
- Look for "Intel(R) USB3 Software...." (can't recall the exact name) and uninstall it.
- If you are using a USB keyborad or mouse, they may stop working. Just use your notebook's keyboard and touchpad.
- Go into your bios and make sure "USB Emulation" is disabled. (On my bios it was on the "Advance" menu).
- Done.
