Why the new value is not usable after set PATH in cmd?

Step 0: Win + R -> cmd, run the cmd

Step 1: Change the parameter PATH by command

    set PATH="%PATH%;C:\Program Files\erl5.10.3"

Step 2: run the erl command by command

erl

 

The problem is cmd can not find the erl command. The error log:

'erl' is not recognized as an internal or external command,
operable program or batch file.

 

I do not know why.
