Generally, the SQL builds are cumulative, later SQL builds also fix the bugs that are fixed by earlier SQL builds, However, there still are some exceptions. For instance, there are some bugs filed during service pack release, the hotfixes for these bugs will not be included in that service pack. For such situation, Microsoft will include the hotfixes for these bugs and service pack in later Hotfixes Rollup package. The latest public hotfixes rollup package is as below:
