microchip dspic3一些奇怪问题

1. UART初始化，导致一些MCU PIN输出低电平。

2. 板子上电EEPROM读取不稳定，增加延时解决问题。
   –If delay 1ms, will read EE Err
   –If delay 10ms, program and reset, will read EE err. But re-power board, will run well.
   ----If delay 200ms, program and reset , will read EE well. Re-power board, will run well.
