1. 信息元素格式

    如果是 3GPP 定义的格式，第一字节第 8 位未设置

   ID 必要的字段如下：

   - Type，3GPP IE 类型值范围 0-32767，供应商指定 IE 范围 32768-65535

   - Length

    ID 可选的字段:

   - Enterprise ID

 

   1.1 3GPP 定义的 ID

    如果是 3GPP 定义的格式，第一字节第 8 位未设置
