在Windows 10上安装ROS noetic的问题说明

无法下载通过choco更新安装包

按照官网的操作说明，第5步二进制包安装需要在Visual Studio Command Prompt命令行输入命令更新noetic-desktop-full，但是无论是否用梯子都无法下载。
