A problem of scarcity: OPEC’s oil outlook
The Organisation of the Petroleum Exporting Countries publishes its monthly report on Wednesday. The global energy shortage will be a central concern. In the past month the price of West Texas Intermediate, an American benchmark, has increased by 14%. That partly reflects a decision not to increase production made at the start of October by OPEC and its allies, which control half of the world’s oil output.
The decision has compounded the energy shortage being felt around the world. Supply disruptions and a lack of investment are some of the reasons behind soaring natural gas prices in Europe and coal shortages in China and India. Cheaper oil could help alleviate some of the shortfall—some power plants can run off oil derivatives as well as natural gas, for example. But analysts do not expect any resolution to the energy crunch in the next few months. It will feature in OPEC’s reports for some time to come.

石油输出国组织简称"欧佩克"（OPEC）。亚、非、拉石油生产国为协调成员国石油政策、反对西方石油垄断资本的剥削和控制而建立的国际组织。
【成立时间】1960年9月14日
【总部】奥地利维也纳
【宗旨】协调和统一成员国石油政策，维持国际石油市场价格稳定，确保石油生产国获得稳定收入。
【成员国】现有14个成员国是：伊拉克、伊朗、科威特、沙特阿拉伯、委内瑞拉、阿尔及利亚、厄瓜多尔、加蓬、印度尼西亚、利比亚、尼日利亚、卡塔尔、阿拉伯联合酋长国、突尼斯。总部设在奥地利维也纳。卡塔尔于2019年1月退出石油输出国组织欧佩克。2020年1月1日，厄瓜多尔退出石油输出国组织。
【历史地位】石油输出国组织是第三世界建立最早、影响最大的原料生产国和输出组织。
【组织结构】成员国大会：最高权力机构，各成员国向大会派出以石油、矿产和能源部长(大臣)为首的代表团。大会一般每年召开两次，如有需要还可召开特别会议，负责制定该组织的大政方针，并决定以何种适当方式加以执行。决定是否接纳新的成员国，选举理事会主席等。
理事会：成员国大会的执行机构，由各成员国提名并经大会通过的理事组成，每两年为一届。负责管理欧佩克的日常事务，执行大会决议，起草年度预算报告，并提交给大会审议通过；审议由秘书长向大会提交的有关欧佩克日常事务的报告。
秘书处：在理事会的领导下负责行使该组织的行政性职能。秘书处内设有一专门机构经济委员会，协助该组织把国际石油价格稳定在公平合理的水平上。

西德克萨斯中质原油（英语：West Texas Intermediate，简称WTI）是北美地区较为通用的一类原油。所有在美国生产或销往美国的原油，在计价时都以WTI作为基准油。
由于美国在全球的军事以及经济能力，WTI原油已经成为全球原油定价的基准。
为统一国内原油定价体系，美国以纽约商业交易所上市的WTI原油合约为定价基准。原油连同美元以及粮食是美国影响和控制着全球经济以及金融市场的三大主要手段。
在新闻报道里，WTI的价格，和北海布伦特原油价格一样，常常被做为反映当前世界石油市场的参考价格。
其他重要的世界石油市场价格还包括迪拜原油价格和石油输出国组织（OPEC）的一揽子参考价格。
