Symptoms
### Detailed Problem Statement ###
A foreign currency invoice was entered with no daily rate defined.
Validation correctly placed the invoice on a No Rate Hold.
Users tried to cancel invoice but the status did not show cancelled.
Exchange rate was entered on the daily rates form and invoice was revalidated.
However the error message APP-SQLAP-97634 appeared which states to manually release the hold or to
fix the exchange rate issue. Cannot remove the hold manually due to APP-SQLAP-10009 You cannot
manually release this type of holds.
The Exchange Rate field is grayed out so it cannot be added.
Validation will not validate as there is a missing exchange rate on the invoice.
### Steps to Reproduce ###
Enter foreign currency invoice with no exchange rae defined.
Validate to place No Rate hold
Attempt to cancel invoice
Define Rate
Attempt to validate again - unable
### Impact on Business ###
Unable to close period.
Cause
Autorate was not ran after entering the daily rate.
Entering the daily rate in the Daily Rates form does not populate the exchange rate on the invoice
itself. Autorate also needs to be ran so the rates can be populated where missing on the invoice.

Solution
1) Now that the daily rate has been defined for this invoice, please run the AUTORATE concurrent
program. This will populate the missing exchange rate information.
2) Recancel the invoice.
