solution:

#There's something odd about how the certificates on the TX1 image were installed. 

sudo c_rehash /etc/ssl/certs

result:

~$ sudo c_rehash /etc/ssl/certs

WARNING: Skipping duplicate certificate ca-certificates.crt
~$ sudo rosdep init
