国际EPC招标文件进度要求剖析系列1：某国外电厂招标摘要分析

国际EPC项目对于进度部分的要求描述非常详细，通常业主会聘用专业咨询公司撰写。除对计划编制做了详尽的规定外，对项目过程的进度管控也有明确的要求。本系列着重分析招标文件中对技术标进度部分的条款，从而帮助国内企业顺利应对。

1要求：

The Works Programme shall be developed and managed by the Contractor by means of an enterprise based CPM (Critical Path Method) Works Programme using Primavera P6 software, using version 8.3 or prior.

剖析：

注意业主要求的P6软件版本号，通常投标方需要提交电子版的进度文件。文件版本应该与要求版本号一致或低于要求版本号，否则提交的电子版文件可能有无法被审查方打开的风险。

2要求：

Prerequisites, key milestones, Project constraints, interfaces, handover and access dates shall be clearly identified.

3要求：

The Works Programme shall be in the form of a fully resource loaded logic linked network diagram.

剖析：

投标方阅读招标要求时，一定要注意是否有“资源”、“资源负荷”、“S曲线”等字眼，通常情况下，投标文件中进度计划需要加载资源，若有该类字眼，则一定要加载资源。工作量会增加。

4要求：

All Works Programme submissions should be presented in the form of a Gantt chart with the following fields clearly identified.

a) Activity ID

b) Description

c) Original Duration

d) Remaining Duration

e) Start Dates

f) Finish Dates

g) Total Float

5要求：

The Works Programme shall be submitted to the Employer for review and acceptance within 30 Days of Contract Award.

剖析：

注意进度计划提交的时间要求。

6要求：

The Contractor shall provide monthly copies of the Project as both .XER files, and a PDF of a Gantt chart view, to the Employer to be agreed.

剖析：

要求提交XER和PDF文件格式，这就要求投标方使用P6导出XER和PDF文件。

7要求：

Projects shall be created with sufficient activities to describe the contracted scope of Works. Where the scope of Works is subsequently changed, e.g. specific items are de-scoped, any activities and milestones related to the de-scoped Works must not be deleted from the Works Programme. Instead, an additional activity should be added with a negative value to net out the budgeted cost, the activity may be moved within the Contractor’s own WBS to decouple it from the construction Works Programme.
